What’s the difference?
“Unlimited” phone plans are ONLY unlimited for the data used by the phone, NOT for connected devices through your phones personal hotspot. This is also known as tethering, and is capped at around 5-10Gb of data to your connected devices.
To put things in perspective,
“Watching TV shows or movies on Netflix uses about 1 GB of data per hour for each stream of standard definition video, and up to 3 GB per hour for each stream of HD video.”

Roughly speaking, streaming two HD videos on a tablet connected through your phones hotspot, using your “unlimited” data plan, would burn through all of the monthly allotted 5-10GB of tethered data on your plan.
